Parents’ losses compounded by China’s one-child policy

“China’s one-child policy, implemented in 1979, has blocked 400 million births.”
“China’s population minister recently praised the one-child rule, which dates to 1979, saying it has prevented 400 million children from being born.”
What does “blocked 400 million births” mean? What is another way to say, “prevented 400 million children from being born”?
It is surprising that CNN even mentioned the topic, but they still try to candy-coat the slaughter of 400 million innocent human babies. Their births weren’t just blocked. They were killed. Their lives were taken and their blood was shed.
